My iPad 2 says the time is 4 minutes later than my iPhone 4 at the same moment, next to each other, on the same network (3G) and with otherwise identical settings. Why? Which is correct? And how do I change the wrong one?

Did you check Settings > General > Date & Time > Set Automatically ON and the correct Time Zone.
If it is and there's still different then do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears, ignore the Slide to Power Off that appears)
Note: You will not lose any data.
Adjust the time manually.
