iPhone 4S voicemail volume too low.

The volume is too low when I playback voicemail messages on my new iPhone 4S, whether speaker is on or off. I have maxed out the volume with the side buttons and under Settings > Sounds > Ringer and Alerts. Is there another way to fix this?
