When I try to text another person with an iPhone it comes up that this person is not registered; we both have iPhone so I don't understand why this is happening ?

I should be able to text for free if we both have imessage; but when I text them on my iphone or ipad the message is green and not blue. blue is free and green you have to pay. I don't under stand why this is happening?
iPhone 4S, iOS 5.1.1, This is so happening on my iPad.
