I think at&t is not yet supporting Personal Hotspot on iPad 3.
You can confirm this by calling at&t helpline.

This is true, AT&T does not have personal Hotspot for the IPad 3 ...

I am wondering , the reason they do not have a personal Hotspot is due to the saturation of 4G LTE Wi Fi service so abundantly available. It's just that I am trying to find out how to find and / or activate an AT&T WiFi Locator App for the IPad/IPad3, they have an App for the Android.
