iPhone 4s and ipad 3 will not recognise each other via bluetooth
OTher non-apple devices will recognise the 4s and ipad3
CAn anybody help please

They must stay in General > Bluetooth to be visible, so do it

What are you trying to do?
Bluetooth is supported for stereo headsets/speakers, handsfree telephone devices/headsets, some keyboards, some peer-to-peer apps from the app store and internet tethering where provided by the carrier.
Other than these it will not connect to a phone/device/computer/etc.
And they never will. They do not support ftp over bluetooth
