I cannot view the import tab
Since upgrading to the latest release last week all my icons are greyed out whether this is the new look or not

The new look is monochrome gray. Many threads about this. If you want Apple to hear your opinion, you have to use their approved conduit: "Aperture➞Provide Aperture Feedback".
You can still customize what is on your Toolbar. Right-click an empty area of the Toolbar and select "Customize".
Don't know what you mean by an import button on a tab 😕 .
There are no import settings area at all

If you don;t see that start with the steps in Aperture 3: Troubleshooting Basics
Pay particular attention to the preferences file section.
One thing you can try before that is to right click on the toolbar to bring up the toolbar editor and drag the default set of buttons to the toolbar.

The port dialog would be quite easy to work out miss typing since we are talking about IMPORT
Re-install of aperture has not resolved this and I have gone through settings to see if there is anything
When you import
Down the right hand side is the dialog for import settings which allow you to pick where it gets imported to etc. that is the bit that is missing and at the bottom you get the two buttons import or cancel.
How are you bringing up the Import dialog?
Move your prefs file, restart Aperture, and report back.

As Kirby wrote and as I wrote in my first reply if you don;t see the correct GUI do the troubleshooting steps in the pages we both linked to.

I have moved prefs files, re-installed, repaired I have just no look with the Import dialog.
At least it is Monday now and Apple Support will be open

will do it just looks like the Import dialog has moved off screen to the right because the photos are not being fully displayed to that edge.
