My laptop and my iPhone both crashed I have lost all my contacts music and pictures is there anyway of getting any of it back for my new iPhone 4S

It has always been very basic to always maintain a backup copy of your computer for just such an occasion. Use your backup copy to put everything back.
If for some reason you have failed to backup, tehn you can redownload some itunes purchases in some countries.
Downloading past purchases from the App Store, iBookstore, and iTunes Store
Everything else is gone, if you have failed to backup or sync it to icloud or some other cloud service.
