Should I be able to view applications such as Safari ,Quicktime, Itunes, etc through the App store? I do not see these applcaitons when I perform a search.

No. Those are all preloaded components of the core OS.

I spoke to a Apple represetative and he tells me that updates for applications like Quicktime would be representated in the Apple store by the red Icon. So if it recognizes an App like quicktime like he says then I would of thought you should be able to get the latest version or at least purchase a uninstalled application like quicktime or Garageband?
I have a similar problem except my iphone 4s doesnt have the itunes app
The latest version will show up as a Software update. There is no need to download the entire application again.
You can purchase GarageBand at the App Store because it doesn't come as part of the OS. Quicktime Player should be installed in your Applications folder and would be updated by Software Update.
