You need to convert using a third party application.

Look at the FCE Easy Setups and find one that closely matches the properties of the footage to be converted.

Then use the conversion application to output/export a file that matches the FCE Easy Setup exactly.

Note: Video and audio need to match to avoid constant rendering.

I’m sorry to tell you that you have to insatll a MTS/M2TS Converter to change your M2TS format to FCE's native format AIC .mov before importing.

Final Cut Express is an old video editing software. It was discontinued for two years. If you have moved AVCHD, MTS, M2TS, ect videos from camera's card to a drive, you won't directly get them to FCE, including FCE 4, for editing. It menas FCE can't support raw M2TS files that are not from camera.

Before you spend any cash, download the AVCAM Importer from Panasonic and MPEG Streamclip - both free. If you open the mts in Streamclip it will complain but tell it to open anyway. Then convert to QT. this works in FCP. Hopefully in FCE as well. I can't test because I'm traveling this week.
