My ICloud has stopped working again on my PC

It gives me a message: ICloud has stopped working on this device. I have tried making a new PhotoStream folder, uninstalling and reinstalling, repairing, etc. It just periodically stops working, and after I fiddle with it a bit, just as miraculously starts again, for no apparent reason. It's now not working again and I'm trying the usual fixes. Is this a PC only problem? Is it and ICloud problem across the board? What gives? I want to save my photos automatically, not have to copy and paste. Thanks in advance.(I have an IPad3, Iphone4s and a PC)
