No, actually it doesn't. Are you trying to read books you've already purchased, and if so from where did you purchase them? Or are you asking where you can buy electronic books?
I already purchased the books of off iTunes. I transfered them onto my iPod, but I couldnt find the "Books" app, or whatever it's called.
The app is iBooks. It does not come with the iPod, it is a free download from the App Store.
You need to download the iBooks app from the iTunes Store. It's free.

Yes. If they're in iTunes, just sync them as you do the rest of your content.
Yes, you will not have to purchase them again. After you download iBooks, there should be a "Purchased" section. You may also want to go to Settings > Store > Automatic Downloads > Books ON, so that books purchased from the iTunes store on your computer will automatically download to your device (actually, you may need to update your version of iOS to get Automatic Downloads).
