I formatted a Western Digital 1TB External Hard-drive using a MAC to FAT32. It's connected to the AirPort Extreme and it's working fine with my Mac. But I cannot see the drive from my PC connected to the same home network.
What do I do?

I have followed your directions Bob, but this is not working.
This is what windows is telling me.

Sorry this did not work, but these are not my directions, they are Apple's.
However, they did work just fine for me a few months ago when I was using a PC. Unfortunately, I no longer have one, so I cannot test here at this time.
If another user cannot help, then you should probably contact Apple Support directly on this to review the directions in their support document.
It probably will not help, but I do recall using the Start - RUN - Enter IP address of AirPort Extreme method as specified in the support document. Connected first time with no issues.
Thank you bob, for referring me to the right place. I had to update my Windows Vista to SP2 and then I mapped the drive the way it said. Worked like a charm. Cheers.
