Hi ..
Your credit or debit card credentials must be associated with the same country where you reside.
"Although you can browse the iTunes Store in any country without being signed in, you can only purchase content from the iTunes Store for your own country. This is enforced via the billing address associated with your credit card or other payment method that you use with the iTunes Store, rather than your actual geographic location."

Billing policy is the same for the iTunes and Mac App Stores.
Thanks Carolyn, but the credit card is for a UK account where my address for the account is an australian address, it seems to me to be more likely that the system simply looks at the credit card and address and notes they are from 2 different countries and does not check with the credit card provider to see whether the billing address is correct and that it is valid, apple operates internationally, so do I, so why can I not choose to use my valid credit card with a valid billing address.
Because as she explained, Apple requires that the bank card that you use must be from a bank in the country in which you reside and that bank card must have a verifiable billing address in that same country. No other mix & match combination is acceptable.
If you want to make purchases from the iTunes or Mac App Stores while living in Australia, you need to supply a bank card from an Australian bank, with an Australian billing address. There is no way around the requirement.
