Why is my AppleID not eligible/authorized to purchase a iTunes gift card?

What type of payment method are you trying to use, you cannot purchased gift certificates with gift certificates.

Valid corporate American Express card on my end, on file with my account and used for other purchases, including one e-mail delivered card successfully just before, went to buy the second and saw the same error here.
