An iPhone 4S is a combination CDMA/GSM phone. With an iPhone 4S that is activated with a CDMA carrier, the CDMA carrier can unlock the GSM portion of the iPhone to be used with a GSM carrier's SIM card when roaming outside of the country. Such an iPhone cannot be activated with another CDMA carrier which is the same with any CDMA phone.
An iPhone 4S purchased as unlocked can be used with any GSM carrier's SIM card but not activated with a CDMA carrier at the same time.
