TheTime format is a particular way of displaying a Date-Time combination value. All dates include time, and all times include dates, whether you need it or not. If you don't need it, this fact can get in the way but is easily circumvented.
Further, to explain what you got, the unit of Date-Time is Days by default. So, if you add 15 to a Date-Time value, you get the same time on the date 15 days later. That's why 7:00 am today plus 15 is still 7:00 am, but it's 7:00 am 15 days later.
Wayne's "15m" is a Duration value. It is permissible to add a Duration value to a Date-Time value, the result being another Date-Time value. Or, if you want your calculations to be Date-independent, you can do the entire calculation in Duration format.
