When setting up my new iPhone 4s, should I restore from icloud or itunes backup? Or set up as a new iPhone? The phone number is staying the same from my iPhone 4.

That all depends on where you have your backup stored at.

What razmee said, I prefer to keep the info stored via iTunes so I know the data is up to date. I'm iffy about iCloud and never was much of a fan of cloud storage since I have my own RAID5 setup on this computer.
