"IC" means "integrated circuit". They're referring to one of the internal components of the iPhone, I presume. If you're having a problem with your iPhone and believe it to be a hardware problem - resetting and restoring the iPhone haven't helped - then take or send your iPhone to Apple or your authorized Apple service center. If they determine that the iPhone has a hardware problem, they'll replace the iPhone.

I'm afraid the warranty is not international. If you want it replaced under warranty you will have to send it back to your brother in the UK.

Apple does not repair phones, they replace them from service stock.

Make an appointment at the genius bar of your local Apple Store and have them look at it.
