No. You can't do anything with a GSM iPhone, but make emergency calls, unless the phone is activated, and activation REQUIRES a sim card.

It would appear that Apple and I have a difference of opinion about sharing knowledge. I think that there is a difference between a person that asks:

1. "can I" (is it capable)

versus

2. "am I allowed" (is it prudent).

So, the answer to the question is "no." One is not allowed to bypass the activation process.
