Regardless, Apple thinks otherwise. It's very possible that the 2 just can't handle Siri, just like current popular opinion is that the reason the iPad 1 can't upgrade to iOS6 is because the software is simply more than the hardware can handle. Only apple knows for sure.

It's probably due to the RAM and processor limitations.
iPad: RAM - 256MB, Processor - 1 GHz Apple A4
iPad 2: RAM - 512MB, Processor - 1GHz dual-core Apple A5
iPad 3: RAM 1024MB, Processor - 1GHz dual-core Apple A5X

It's really sad that apple only cares for one product and those people then us. I remember watching the iPad 3 video when they said "at apple, we believe technology is at its best". they must a have a screwed up head if they think the iPad 2 is better without Siri. What a shame.
I don't know exactly the RAM of the iPhone 4S but it has the same A5 of the iPad 2.
The Original iPad owners complain that they can't get iOS 6.
The iPad 2 owner who can, still aren't satisfied. They complain they can't get Siri.
I wonder what 3rd gen iPad owners will complain about. That they can't make phone calls?

The author of that MacWorld article is just flat wrong. Apple has clearly stated that Siri will be available in iOS 6 only for the iPhone 4s and new iPad, not the iPad 2. Quoting from this web page:

I don't know how it can be more clear than that and why there continues to be question about this.
