Q: Mac IIsi won't shutdown

I installed clean Mac OS 7.6 on this Mac. It boots up to desktop just fine, but when I try to shutdown or restart it just gets stuck.

 

I can still move the mouse, but can't click anything.

 

I have to hard power it off.

 

Even booting with EXTENSIONS OFF has no effect.

 

Any thoughts? Can it be other Apple extensions ? I have not installed any third party app yet.

 

Oh, the internal hard drive I did use a 3rd party driver software (MCD? or something it's called). It's a 2GB HSF volume I formatted it.
