Q: FaceTime from USA to India and vice versa

Can I FaceTime from US to someone in India who has iPhone. It is not working so far.

iPad (3rd gen) Wi-Fi + Cellular, iOS 5.1.1

You both have to be connected to wifi for this to be possible and have a low ping and sufficient bandwidth so that it dosen't fail.
