Which version of PeerGuardian? The sourceforge PeerGuardian download site for the various versions seems to have a latest beta version that has no widget and downloads just the PeerGuardian 1.7.0b1.app. Previous versions use a mpkg installer that contains the widget.
So you are using one of the earlier versions that has the .mpkg installer you can either just reinstall using the mpkg installer to reinstall the code and widget or just extract th widget from the installer using Pacifist.
