Yes, if you use your Apple ID in it. If you don't use your Apple ID in it, you will have problems updating the apps because they are registered to another Apple ID

As a man from Mexico my first language is Spanish. I do not speak English, however I do write in English with the aid of the Mac OS X spelling and grammar checks. I also live in a culture very different from that found in most 1st world nations, such as that in the two dominant North American countries. Written language has no tone. Unless your grandson lives in the same household with you the End User License Agreement does not allow you to share the content from your iTunes account in this manner. And as stated the app/games will always be associated with your Apple ID and your password would be required to update the app in the future. If the grandson's iPad is being synced to a Mac or PC you would also need to authorize the iTunes app on that computer to use the content from your Apple ID/iTunes account or the app/game would not function.
The best scenario is for the grandson to have his own Apple ID/iTunes account and then you could gift him the app. Then the gift could be redeemed in his account and it would then be tied to his account and none of the above would matter.

This link explains the gifting options available with the iTunes Store. Gifting specific content, such as an app, book, music or a video is towards the bottom.
