after downloading an epub file from an email, what commands or where would I put this file to be able to read it on my ipad?

Drop the file into iTunes and sync it to your iPad.

You open the email on your iPad, and click on the attachement. You'll be asked if you want to open it with iBooks.
You say yes, and the epub will be installed in the iBooks's bookshelves
