Restore the Firmware. Connect iPhone to computer with iTunes open. Hold both home and power buttons until iTunes recognizes iPhone in Recovery Mode. Usually takes about 20 seconds of holding both buttons. Restore the iPhone Firmware.

If this fails, you can try DFU Mode Restore. Connect iPhone to computer with iTunes open. Hold both home and power buttons for exactly 10 seconds release Power button, keep holding Home button until iTunes recognizes iPhone in Recovery Mode. If screen is black this is DFU Mode. Restore the iPhone Firmware.

If still problem, iPhone 4S has full Warranty, make Genius Reservation, take iPhone to Apple for resolution.
