60 apps are not recognized by computer even though the computer is authorized. How do I back the up when syncing?

My computer when syncing does not consider 60 apps. The computer is authorized.

Updated purchases on phone show "installed" there is no cloud icon.

When I change phones I don't want to have to reload/repurchase.
