I restored my iPhone settings and when I chose to back up from iCloud, not all of my pictures were there. How do I retrieve my pictures from iCloud to put back on my phone?

Restore the backup of your 4s to your 5s. That will included camera roll photos and videos, apps and app data, text messages, settings, etc.
Photo stream photos only remain in iCloud for 30 days. When you reconnect to photo stream you will only get back photos from the last 30 days as older ones are no longer in iCloud. Also, photo stream photos are not backed up (only camera roll photos).
Photo stream photos aren't on icloud.com. If you want to view them on your computer you have to sign into your iCloud account and enable photo stream. If you haven't set up iCloud on your computer, this explains how: http://www.apple.com/icloud/setup/.

We just had the same problem. Go to your computer and log into iCloud (just use your Apple i.d. and password). From there, you can view and manage all of your pictures. Good Luck!
