iBooks can't be purchased in Business VPP?

Is it true that iBooks cannot be purchased in the Business Store of the Volume Purchasing Program, and can only be purchased in the Education Store of the Volume Purchasing Program?

Correct. The VPP applies only to apps, not books or other media content.

iBooks textbooks are available in the education VPP only.
