Many external hard drives and usb hubs support USB 3.0 but does time capsule? If not i would be a total waste of time and money to by a USB 3.0 device.

The time capsule is not USB 3.0. The time capsule does support USB 3.0 at USB 2.0 speeds. USB 3.0 specification is backward compatible with USB 2.0. When Time Capsule is updated to USB 3.0, it will operate at USB 3.0 speeds up to 5 gb per seconds.
So owning USB 3.0 devices is not an issue. It is an upgrade process to move to USB 3.0.
