Q: how do i set up my ipad (3) as a hotspot?

Hi

 

I recently acquired the new Ipad.  I was told I can set up my Ipad as a hotspot, but cannot find the setting/option to do so.  The shop I bought my Ipad from (Incredible Connection) claims to only be a sales agent, and I must phone my internet provider (Vodacom) to have this enabled.  I spoke to my local  carrier (Vodacom), but it did not give me any joy to try and explain to them what i mean by setting up my Ipad as a hotspot.

 

Anybody have an idea how to set it up on the new Ipad?
