There is no way to do that unless you have a backup from before you set the restrictions password.
Actually, you can back up the information and then do the Restore because the Restore does not restore passwords. However, the OP does not wish to go that route.
The passwords are restored ONLY if the backup is encrypted. C&P from the User Manual:
In the device’s Summary pane, select “Encrypt iPod backup” if you want to encrypt the information stored on your computer when iTunes makes a backup. Encrypted backups are indicated by a lock icon , and a password is required to restore the backup. If you don’t select this option, passwords (such as those for mail accounts) aren’t included in the backup and will have to be reentered if you use the backup to restore iPod touch.
Again, this is not correct. There is no way to remove the Restrictions passcode without restoring the iPod to Factory settings and then NOT restoring from backup.
Phily. That is not try as reported by many users. Restoring from backup does restore the Restrictions Passcode
The following also states:
Keychain (this includes email account passwords, Wi-Fi passwords, and passwords you enter into websites and some other applications. If you encrypt the backup with iOS 4 and later, you can transfer the keychain information to the new device. With an unencrypted backup, you can restore the keychain only to the same iOS device. If you are restoring to a new device with an unencrypted backup, you will need to enter these passwords again.)
It appears that the Users Guide is misleading or it does not apple to the Restrictions Passcode.
I've done it only once myself but NO passwords were restored. In fact, a popup reminded me to reinstall the passwords.
When restoring from an iOS 4 (or later) backup, if the device had a passcode set, iTunes will ask if you want to set a passcode (and remind you that you had protected your device with a passcode). iTunes will not ask you to set a passcode when restoring from iOS 3.x and prior backups.

Many many users have reported that they restored from an unencrypted backup and the Restrictions passcode was also restored
I am unable to address the experiences of others. I know only about my own experience.
I'd try it again just for giggles but it takes too darned long.
When (what iOS) did you do the test. Did you restore to the same device?

Really? You managed to do a backup, reset, and then restore and there was no Restriction Passcode? We are talking about the restriction passcode here, not the other passwords. I have been struggling for months trying to find away to figure out the restriction passcode on my kid's ipods. We never set them, but for some reason it requires a passcode. And even if we did set one for some reason, there are only a couple of codes we would have used for something like this and none have worked.
I may give this a try but everything I have read says a restore just restores the original restriction passcode as well. Iy would be great if this was not the case.
