Yes that is the correct Adapter to connect an (analog) VGA monitor to the 2009, 2010 and 2011 Mac Mini's.
However if your Monitor also supports (digital) DVI, then I would recommend using the Apple supplied HDMI to DVI adapter and a DVI cable instead.
Thank you, den.thed. Would the fact that the Mini DisplayPort to VGA Adapter uses the Thunderbolt port keep the adapter from working while running Windows 7?
