Assuming you are in a region where you are allowed to redownload your past purchases, delete the current copies from your iTunes library and then download again from your purchased history. If the problem persists, or that facility is not available in your region contact the iTunes Store support staff through the report a problem links in your account history.

Jul 5, 2012 7:26 AM in response to Andy P65by turingtest2,Go to the home page of the iTunes Store, click Purchased in the right-hand column, then, if needed, tap Music and Not on this computer. The song you deleted should be listed for download.
If your computer hasn't already been authorized to your account then it should be... That will probably explain why iTunes didn't "know" you had already purchased the track and looked like it wanted to charge you again.
In fact, thinking about it, as well as the standard limit of 5 computers authorized to play your content there is a different 10 computer/iOS device limit for machines authorized to download your purchases. It may well be this second type of authorization that is kicking in.
