how do I get into iPHOTO VIDEO?
How do Iget to iPHOTO Video so I can move a video to iMOVIE.

What version of iPhoto? of iMovie? of the OS? what are you doing? what is happening? what is not happening? what error messages do you get? Any even small clues to let someone who knows nothing except what you tell them about your system?
The general answer is to launch iMovie and import te movie from iPhoto
