personal hotspot disappeared

I am trying to locate personal hotspot in my mobile but it seems to have disappeared. I have tried all the suggestions that are there in the various forums as well as on the support pages on the apple website.But nothing seems to be working . All the suggestions leads to go to personal hotspot and click "on" but there seems to be no personal hotspot. As well as some suggests to reach AVN but there seems no avn instead there is VPN. Tried to reset the network settings to factory settings but nothing seems to work.
