If you see a lock icon in the upper right corner of the screen - then the screen orientation is locked.
Try the side switch above the volume rocker first and see if that unlocks the screen. If that doesn't do it, double tap the home button and swipe to the right and look for the lock icon all the way to the left.
If the screen is unlocked but still will not rotate, reset the iPad.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

Any luck getting rotation issue resolved I have done everything suggested and still have not had any success. It's a complete pain!!
Are you seeing the lock icon in the upper right corner of the screen?

FYI- I do not see the lock icon
1. Double-click the Home button and swipe to the right
2. Check if rotational lock is enabled

I have already done all general settings and the side switch several times. I have also turned it on and off and synced it. Nothing is working
Well then, that's your answer. Did Diavonex's advice solve this for you?
If rotational or orientation lock is enabled - that is why your screen is not turning, it must be disabled [:
None of these suggestions helped because nothing was disabled. What finally did the trick was to completely shut down and reboot. Everything was then fine. Thanks so much for all your help. It was much appreciated!
Right if you look in the top right hand side corner next to the battery what do you see? If its an lock sign with a circle around it then you have the lock on. Go to setting-general you will see a section witch says lock rotation and underneath mute click on mute then try!!!!

This is the anwer
Had my first ever iPad - the 'air' - for 3 days and was disappointed with it not rotating from portrait to landscape whatever I did, side switch, control panel, reboot - all of that and ready to take back to the shop.
However, I continued to explore and when I went into iMovie it immediately went into landscape. When I came out of iMovie it started to work as expected, rotating the display as I rotate the iPad. Why - who knows?
