Apple, "verifies" your payment credentials with every transaction whether a paid or free app. If you don't want to use a credit or debit card, select None on the Payment Information window.
A word to the wise. Third party so called Mac cleaning utilities can do more harm then good. Your Mac runs maintenance for you in the background.

But assuming you are open to persuasion, the need for an account I imagine, is because neither Apple (nor you, for that matter) know exactly what you may want to buy or get free from the Mac App store.
An account allows them to keep their records straight and you to buy or receive free whatever you want ... with one click. No great punishment is it?
David, you'll probably want a paid app soon. Why not bite the bullet for the sake of future convenience.

Thanks for the reply. Unfortunately, the 'None' option doesn't appear on the screen, only the four payment options appear. (p.s. I probably won't download the CCleaner app then), but there are three updates available,
iPhoto, Garageband, iMovie, which all ask for my credit card when I try to update them.
