The top link is info from Apple which will help you; the bottom link is for the java download web site which will enable you to download any java updates you may need. But, first, please read the Apple info thoroughly. Make sure you click on the "Additional information" link on the Apple support page. This link will provide you with the updates and the dates of the latest java applications.

Funny thing, after my original post to you, my wife ran into a similar scenario as you described. The above paragraph is from the HT5268 Apple Support notice about the 9.0 Java update for 10.6.8. I think this may be the explanation we're looking for.

There is NO JAVA PREFERENCES tab so that I CAN select applets

For OS 10.6.8, I found the latest Java update didn't work right, either. I restored full functionality by reinstalling Snow Leopard from the DVD, then updating to 10.6.8, plus updating Safari, etc, BUT NOT JAVA. Java works fine as long as you don't go too far with the updates: make sure they say they're for 10.6.x .
I think the problems begin with update 11, which seems to be tailored for OS 10.7 Lion and higher, but the installer doesn't check what OS you have before updating, nor is there any warning before you click install.

JavaForMacOSX10.6 Upd 11 has nothing to do with Lioni/ML. Those use Java for OS X 2012-006.
All I saw on the update was "update 11", it didn't mention that it was for 10.6, unlike earlier updates.
Be that as it may, my problems began when I used it, and ceased when I reverted to a pre-11 update by rebuilding my entire OS 10.6
