why does my ipad say sos only

I am overseas and have turned of cellular data roaming on my iPad. The wifi works but the iPad still says SOS only. I can receive emails and use the internet but cannot send emails or access my iCloud. I have rebooted and also removed and replaced the SIM but it still does not work

Try looking at this thread, it seems to coincide with users receiving the SOS-only message while overseas.

The only time I've seen SOS only message was with my iPhone when it overheats and throws a warning message, but that seems unrelated to your issue.

No 3g/4g/Roam Carrier - Emergency Calls Only Mode. This feature is more than likely an iOS SIM-status based message/mode, since Ipad doesn't make calls.
