iTunes Match Issue on iPhone 4: Songs Not Downloadable?

Sorry in advance, this is kind of long...

I no longer seem to be able to download music on iTunes Match onto my iPhone 4. It shows the music, yet makes it appear that they're downloaded to my phone with the lack of a cloud icon next the band/album/song. This issues came about after restoring my phone a few days ago. I went to turn iTunes match on, and there's all my music, but no cloud icon. It's impossible for everything to be downloaded on my phone because I have a 180+ GB music library. I'll tap on a song and it'll go to the "Now Playing" screen but nothing plays.

So I went to reset iTunes Match on my phone, went to settings, music, turned off iTunes Match. Went back to the music app and it still showed my music. I'm thinking "What the ****'s going on???" So I turned it back on and nothing new, still showing my music with no cloud icon... oh, and now it's showing duplicates of my songs? This is getting frustrating. Keep in mind that these songs are *not* downloaded on my phone.

I've already gone through the obvious troubleshooting (restarting phone, resetting phone, reinstalling ios) with no success (hence my post in this forum). Any suggestions?
