Sorry, but a WalMart Gift Card is not an acceptable payment method on iPad. In order to purchase Apps from the App Store, you need to put in an actual credit card, issued in the country you live. iTunes whether you want to purchase music or not is part of the purchasing ecosystem and is tied to the App Store, to the iBooks Store, to Newstand, etc.
Go to Settings > Store
Tap on your Apple ID
Tap on Billing Information
Enter a valid credit card, with billing address, security code, expiration date (enter all required information)
Say Done when you are finished

I assume that you are talking about an iTunes Gift card, because a Wal-Mart gift card won't do squat on the iPad.
If you want to redeem the iTunes Gift Card in the app store - tap on the App Store icon. Then tap the Featured Tab in the bottom left corner of the screen - if you are not already in the Featured Tab. Swipe down to the bottom of the page and right in the center of the screen - tap on Redeem. You can enter your gift card code in there.
If you are not already signed into your Apple ID - you can tap on Sign in - just to left of the word Redeem.
It didn't occur to me he might have an iTunes Gift Card, purchased at Walmart. Duh........

A Walmart Gift Card cannot be used in Apple's AppStore. You need an iTunes or AppStore Gift Card (the codes work in either store).

Again for the SEcond Time NO its Not a itune card...I went to Walmart and Purchased a 25.00 Walmart gift card which is loadable & reloadable and works the SAME as any credit card

I have Used my walmart gift card to pay Many ONLINE Bills that I have...Thats Why I Keep reloading the Card
