The day Apple annouces it will be released. Still 24 days in July. So sometime in the next 3 weeks and 3 days.
The day the cows come home.
When Mountain Lion is released, it will most likely be noted on the Apple homepage > http://www.apple.com/

I am also in Oz, but please try to read the answers you have been given. ML will be no different (except in price due to our GST) in Oz than anywhere else in the world.
