When composing a new email, I touch the "plus" sign that should bring up the contact/address list. However, it is blank. Also none of these contacts show up in the "contacts" icon. Any ideas on how I can get these?

Try a reset. Hold the Sleep and Home button down for about 10 seconds until you see the Apple logo. Ignore the red slider.
Just adding a mail account to your iPad does not automatically add your contacts tied to that account to your iPad. I'm going to assume you have this mail account on your home computer. If it is a PC (Windows), you have the option to sync those contacts to your iPad via iTUnes. First, you have to put them in a folder that iTunes can sync, and the options are Google, Yahoo or Windows. In your case, you would want to store the contacts in Windows, then sync the Windows contacts to your iPad.
