Is there any way in lion to set it up so you don't have to hold the shift key down to type symbols such as:

Two ways you could do this.
One would be to enable the 'VoiceOver' feature in
> System Preferences.. > Accessibility
which will allow you to speak certain commands.
Another way would be to set up key substitutions here:
> System Preferences > Language & Text | Text
Enable the 'Use Symbol and Text Substition' and define a string for the keys you want.
I tried

But it doesnt work. I want to replace 1 with ! But it still shows up 1
keyremap4macbook is a free piece of software and it does the trick!
You can't remap the keys like that. What you can do is define a string that when typed will produce '!'. Try something like
`1
(two keys next to each other).

Make sure you have Edit > Substitutions > Text Replacement checked in the app you are using. And type a space after the 1.
