I swapped my iPad 2 and my apps have been restored but I don't know how to re-download the movies I purchased via iTunes on my old iPad 2. Help!

Make sure and use the same Apple ID that was used for the original purchases.
Note that you can only download purchased movies again for free if you live in the U.S. Not all movies are available for free downloads again either. At this point only certain movie studios are allowing this.

I live in the UK, so is this not possible then?
When I go to Purchased in iTunes, my drop down bar only brings up Music and TV Series, but not Movies.
Who should I contact to re-download them? I don't want to have to pay out twice for this! I've still got the emails from Apple to prove my purchases.
You can try contacting iTunes support, but the terms of the iTunes store state that movies are a one time download. If you live in the U.K. then the feature is not available to you. That is why you don't see the tab for movies in the Purchased tab in iTunes. Having the receipts to prove that you bought the movies doesn't matter. The terms of the store are still what they are.
However .... you are certainly free to contact iTunes and see what they see. Give it a try.
I will contact iTunes. The only reason I had to swap the iPad is because it was faulty - I don't see why I should have to pay again!
