i have the new ipad with AT&T network but i have a verizon cell phone , do i need AT&T cell phone to establish a celluar account for my ipad

You need a cellular DATA account for a 3GiPad. It has nothing to do with telephones. You need a cellular account for your iPhone to make phone calls and handle data.

this is the new ipad 4G+celluar mobile capabilities - my cell phone service is with verizon - is it better if i changed cell service to at&t so i can bundle services

You would have to compare each provider's offerings to determine which is best for you. Go to their respective sites and compare their plans. It remains that the iPad data plan is separate from the cell phone plan. So you will need both if you want to use iPad data and a cell phone.
