iphone does not ring, just vibrates upon receiving a call/text

I have my reset my iphone and still do not have a ringtone when receiving phone calls/texts/messages/emails/facetime. Here are my current settings:

Sounds:

Vibrate- on

Ringer and Alerts- max loudness

Vibrate- on

Rigertone- Timba

Text tone- tweet

New Voicemail- tri-tone

New mail- tri-tone

Sent mail- swoosh

Tweet- tweet

Calendar alerts- bell

Reminder alerts- ding

lock sounds- on

keyboard clicks- on

When I test each tone, I can hear it.
