error code 43 what does it mean / what do i do to fix it?

I have a ipod touch the I just got. everything works on it wifi and all except it wont connect to itunes. When I plug it in to my computer i get the message that : This device is not reconized or has malfuntioned. It has an error code #43. I have several Apple products including an ipod classic, 2 ipod touchs( one 2nd gen and one 4th gen). and an ipad 2nd gen. All my other products work fine and my softwear for my Dell computer is up to date. So what do I do now. It doesnt give me the option to restore it. If i push the home button and the start button it brings up the right stuff but does nothing when I plug it in. Where do I go from here?
