Can I remap the CTRL key to FN?

When running Windows under Boot Camp, is there any way to remap the CTRL key to the FN?

I use Excel extensively and the placement of the FN key drives me crazy. I have remapped the Caps Lock to function as CTRL, but this is like learning German and Dutch simultaneously... not completely different, but both foreign.

I have looked at SharpKeys (the FN key is not supported) and AutoHotKeys (it does not support Windows 7) without positive result.

After years of writing to Lenovo (and formerly IBM), they finally implemented a BIOS level switch for the FN and CTRL keys. I am hoping that Apple can facilitate this simple swap in Boot Camp. It's either that or I relegate my Core i7 256gb MacBook Air to one of my analysts for a Samsung Series 9. Not as nice, but at least I don't have to learn Dutch.
